Ability to add border to step shapes (for color contrast, accessibility, WCAG/508 compliance)

Can we get the ability to add a border to numbered step shapes? This feature is important for accessibility/color contrast purposes for 508/WCAG compliance for images. For example, if a person has a screenshot with varying dark backgrounds (e.g., a navigation bar) and light backgrounds (e.g., main part of UI), and wants to use dark-filled numbered step circles on both the light backgrounds and dark backgrounds, a white or very light 1-3 pt. border on the circles is important to ensure the step circles are visible on those smaller dark background areas, too.
