I really like the idea of enabling users to comment at specific locations while viewing a video recording. It would be great if when viewing the video, a conversation question would appear that would enable users to provide commentary. This would be very valuable if enabled with multiple conversations at different locations in the video. I am aware that this function does not currently exist, but would be quite a useful addition.

I think actually that you could do that now... obviously the commenting/discussion part is already there. So, it sounds like you are looking for a way to put up a question and pause the video while they discuss. You could edit your video to do that- to show a question in the video. If you use Camtasia to do it, you should be able to use the hotspot feature to pause the video and wait for the user to click to continue. The pausing part isn't key, though- just having the question/topic on the screen for a few seconds should be enough for people to stop and start discussing (which will pause the video).
