I want to know how to get the below effect on object

I was looking for how to get this feature on object, where i can highlight only selected portion and the background fades.

Made a quick 2m50s video for a couple of ways to achieve something similar: https://www.screencast.com/t/X6VkGRBqz (the second way might be quicker for you, it just has fewer settings to modify the look)
