TechSmith Snagit allows you to combine or merge multiple images into one. Select two or more images in the Snagit Editor > Image menu > Select Combine Images. When presented with the Combine Images menu, adjust the settings as needed for your desired appearance. Once the images have been combined into one, you can continue editing using Snagit's tools and effects.
